Spider-man (1967) Episode 19

I've already posted that Marvel.com is streaming the 1967 Soider-man animated series but episode 19 sticks out in my mind because:
1. For the second part why did they create a new character rather than just use the Chameleon?
2. The second part of the episode had a viewmaster story based on it. Really sticks out in my memory.
